The Community Domain is the heart of the platform. It forms a symbiotic Trinity of sub-domains that define the legal and social fabric of the organization. It answers: Who are we? What do we own? How do we decide?

1.1 The Trifold Role

Intent: To model the legal reality of an HOA (Person + Property = Power).
State: Implemented in @sd/mod-community via identity, ownership, and governance.
Evolution: Migrating implicit "By-Laws" into the PolicyEngine (Sovereignty).
