Mission: Transform specific backend capabilities into polished, user-facing experiences ("The Glass House" - Transparent & Visible).
1. Operations Center (Staff UI)
Objective: Move staff out of spreadsheets and into the platform.

- Clicking a card on the Kanban board should open a detailed view.
- Ability to add "Internal Notes" (Staff only) vs "Public Updates" (Resident visible).

Objective: Remove stubs and mocks.
